First Stage:  Submit an application from your  MODON account

Documents required ​for issuing a certificate of completion and occupancy:

  • Safety plans for the facility approve​d by MODON .
  • Insulation works completion certificate.
  • Fire safety systems test report and equipment inventory.
  • Safety certificate forelectrical installations and wiring.
  • Maintenance contract for fire and alarm systems from a Civil Defense-approved contractor.
  • Environmental operating permit.
  • Industrial license(for industrial site).
  • ​Establishment permit and security classification for military facilities.

Documents required for renewal of an operating license:

  • Safety plans for t​he facility approved by MODON / Civil Defense.
  • Periodic maintenance contract for fire and alarm systems from a Civil Defense-approved contractor.
  • Fire Safety systems test report and equipment inventory.
  • Qualified and certified safety officer.
Additional requirements for high-risk or non-compliant facilities:
  • Facilities manufacturing or storing chemical substances and products​
  • Facilities manufacturing or storing wood and wood products
  • Facilities manufacturing or storing cork
  • Facilities manufacturing or storing furniture
  • Facilities manufacturing or storing paper and paper products
  • Facilities manufacturing or storing flammable compressed gases such as oxygen, LPG, and acetylene
  • Facilities involving smelting and high-temperature activities
  • Facilities with industrial boilers operating on gas or diesel fuel
  • Facilities with repeated non-compliance with safety requirements during recent inspections (e.g., ineffective firefighting systems and alarm systems, improper storage of hazardous chemicals, raw materials, or finished products, and unsafe or exposed electrical wiring).
  • Facilities prone to falls
  • Facilities with a history of accidents

Additional requirements:

  • Contract with a Modon-approved engineering firm to inspect fire safety and prevention systems according to the approved model
  • Disclosure of hazardous materials using the Shareek System, including details of the inventory, types, and hazards of chemicals within the facility
  • A qualified and certified safety officer specializing in occupational safety and health
  • Facility Security: security guards for the facility (Saudi nationals)
  • Internal and external surveillance cameras capable of recording footage for at least two months (for military industries)
  • An access control system that records and stores entry and exit data for employees and visitors (for military industries)

Second​ Stage: ​Inspection visit

To issue a certificate of completion and occupancy or renew an operating license, the following safety standards will be verified:

  • License compliance.
  • Verification of the functionality of firefighting and evacuation systems and their interconnection with the main control panel.
  • Conformance of firefighting and evacuation systems to the approved facility safety plan, in compliance with the approved specifications.
  • Presence of a safety officer responsible for overseeing safety matters.
  • Inspection of facilities and administrative offices.
  • Ensuring safety of production lines, systems, electrical equipment, and other equipment within the facility.
  • Ensuring safety of flooring, ventilation systems, and noise levels.
  • Adherence to safety requirements during the handling, transportation, and storage of hazardous chemicals and gases.
  • Absence of unsafe storage or violations within the facility and its setbacks

Issuance of a building completion and occupancy certificate:

  • Duration: 1 year

    A certificate of completion and occupancy will be issued for facilities that have no outstanding observations and have fully implemented all safety regulations and standards. This certificate serves as the initial operating license and is issued once for a period of one year for newly completed facilities that meet all requirements.

Renewal of operating license:

  • Short-term:6 months

    Licenses will be renewed for a period of 6 months to enable facilities with a significant number of observations and violations requiring a longer time for rectification to complete procedures with other government sectors and relevant authorities. The facility must promptly address rectifiable observations and commit to an agreed-upon timeline for addressing remaining observations. ​

  • Medium-term: 1 year

    Licenses will be renewed for a period of 1 year to enable facilities with medium-risk observations and violations requiring a longer time for rectification to complete procedures with other government sectors and relevant authorities. The facility must promptly address rectifiable observations and commit to an agreed-upon timeline for addressing remaining observations.

  • Long term: 3 years

    Licenses will be renewed for a period of 3 years for facilities that have no observations and that have fully implemented all safety regulations and standards.​
