MODON BOD delegates Saleh Al-Rasheed as Director General

Under the chairmanship of His Excellency the Minister of Commerce and Industry

H.E Dr. Tawfig bin Fawzan Alrabiah, Minister of Commerce and Industry and Chairman of the Board of Directors of the Saudi Industrial Property Authority "MODON" chaired the first meeting of the fourth session of the Board of Directors of MODON. One of the most important decisions that was made is the delegation of Eng. Saleh bin Ibrahim Al-Rasheed as Director General of MODON.

H.E. the Chairman of the Board of Directors initiated the meeting expressing his thanks and appreciation to His Excellency, the former Chairman of the Board of Directors H.E Abdullah bin Ahmed Zainal for the achievements realized during the preceding period; and for the support and assistance provided for MODON. Mr. Saleh Bin Hassan Al-Afaleq was also welcomed for joining the Board of Directors as a new member replacing Mr. Abdurrahman bin Rashid Al-Rashid, whose term of membership has ended. Mr. Al-Rashid was honored in the meeting for his services during the second and third sessions.

The meeting was attended by His Royal Highness Prince Saud bin Khalid Al-Faisal, Eng. Hussein bin Hassan Abudawood, Mr. Khalid bin Abdul Rahman Al-Guwaiz, Mr. Alshareef Khalid bin Malik Al-Ghalib, Mr. Salman bin Mohammed Al-Jishi, Dr. Abdulrahman bin Hassan Al Al-Shaikh, Mr. Saleh Bin Hassan Al-Afaleg, Dr. Abdulrahman bin Suleiman Al-Oraini and Mr. Mohammed bin Saleh Al-Ghufaili.

The newly appointed Director General, Engr. Saleh bin Ibrahim Al-Rasheed, was selected from “MODON” leadership executive team where he served as Communications and Information Technology Department Manager in MODON since June 2007. During his tenure in MODON, he led many distinctive initiatives and projects and oversaw the building of communication networks and information technology systems within MODON and in the industrial cities, which greatly improved the quality of services offered to both MODON customers and employees.

Engr. Al-Rasheed led the initiative to develop and promote smart industrial cities by providing high-speed, fiber-optic based telecom networks and managed services. The industrial cities were provided with wired and wireless data and voice services, in addition to the electronic physical security solutions for monitoring and controlling city gates, road intersections, high-value locations, as well as solutions for vehicle admissions and tracking, all of which were connected to the Command and Control Center which operates around the clock.

Engr. Al-Rasheed also led the development of Geographical Information System (GIS) for the management of MODON properties such as lands and infrastructure in the industrial cities. The system included a mobile version (Rased, which means “observer” in Arabic), which assists field inspectors to monitors and record their findings and observations in the industrial cities. His efforts culminated in a global SAG Excellence Award for MODON in Geographical Information Systems in the year 2011.

Engr. Al-Rasheed sponsored and oversaw MODON-wide projects for the development of electronic services and for process re-engineering which greatly enhanced business process control, quality, response time, and overall customer satisfaction. The eMODON electronic services system was developed which enables the customer to submit requests for industrial or investment lands and view these on the map without having to visit MODON offices. The system generates contracts, invoices and allows the customer to submit factory drawings online. The customer billing system was integrated with SADAD payment gateway to allow online payment through the various channels offered by the local banks.

In addition to that, and under the sponsorship of Engr. Al-Rasheed, several other internal electronic solutions were developed. These included Internet and Intranet portals, Finance and HR management systems and self-services, archiving solutions, project and task management, and several others. He also contributed in improving internal work environment by providing appropriate systems, such as, IP Telephony and Instant Messaging, establishment of a technical support office and providing MODON with appropriate information availability, security, backup and recovery solutions. Each of these systems contributed in serving the customer, leading to MODON securing second position for Best E-services Award in the government sector in the year 2010.

Engr. Al-Rasheed holds Bachelor degree in Computer Science and Information Technology from King Saud University and a leading Advanced Management Certification from IMD Business School. He received various administrative leadership training courses from several universities and institutes worldwide, such as (MIT, GE), with some specialized courses and certificates.

He works as a member of the Board of Directors in the Saudi Industrial Development Fund and also as a member of the Board of Directors in the Saudi Railways Organization.

The Saudi Industrial Property Authority (MODON) was established in 2001. MODON is responsible for the development of integrated service lands, where MODON has established industrial cities in various regions of the Kingdom and currently oversees 28 existing  or underdevelopment cities which include: Riyadh (1st., 2nd. & 3rd.), Jeddah (1st., 2nd. & 3rd.), Dammam (1st., 2nd. & 3rd.), Makkah, Qassim 1st. , Al-Ahsa, Al-Madinah, Al-Kharj, Sudair, Ha'il, Tabuk, Ar'ar, Al-Jouf, Assir, Jazan, Najran, , Al-Baha, Qassim 2nd.,Taif, Al-Zulfi, Shaqraa, Hafr Al-Batin. There are cities under planning and designing stages as well, which include Salwa, Dhuba, Al-Baha 2nd., Military industries and Jeddah 4th. It is targeted that during the coming five years, the number of industrial cities shall reach 40 industrial cities with developed industrial lands of not less than 160 million square meters.

The existing industrial cities accommodate more than 3 thousand factories with investments exceeding 250 billion riyals and employing more than 300 thousand workers.

MODON is also responsible for creating ideal environment for developing and upgrading technology zones in the Kingdom of Saudi Arabia, where MODON is currently overseeing two technology zones and six private industrial cities.

The industrial cities have many economic advantages and incentives for attracting industrial, technical, service, residential and commercial projects.  The annual rent of the land starts from one riyal per square meter. The cost of electricity, water and fuel is subsidized by the government with a tariff especially for industry. The government funds and banks provide soft loans to industrial enterprises of up to 75% of the capital, at a 20 years repayment period. In addition, there are other facilities to subsidize exports by providing exports warranty and customs duty exemption on imports of raw materials and machinery.
