Largest Expansion in the Industrial Cities' History

The Director General of Saudi Industrial Property Authority (MODON) Dr. Tawfig Bin Fawzan Alrabiah said that MODON has begun planning for the largest expansion in the history of industrial cities, where new industrial cities will be established and the existing cities will be expanded. The area of the first phase of the expansion will be 76 million square meters, and therefore, the current area of the industrial cities will be doubled as much as during the next five years from 74 million square meters, which have been developed over 40 years, to 150 million square meters.

The number of new cities is 11 cities which include Dammam 3rd Industrial City, Jeddah 3rd industrial City, Jeddah 4th Industrial City (Aasfan), Phase II of Sudair City for Industry and Business, Phase II of Al-Kharj Industrial City, Pharmaceutical Industrial City in Al-Oyayna (north of Riyadh). The development process in Riyadh 3rd., Taif and Baha have already started and shortly Zulfi and Shaqraa’ project will be tendered for bidding.

This means that there are 11 industrial cities, five of which are already designed and planned and will be developed in the beginning of 2011 and the remaining 6 industrial cities, covering an area for Phase I of 70 million square meters, will be developed over the next five years.

In the year 2010, a public tender for works of survey and others for the design and planning of the general plan, and detailed designs for phase1 was announced and more than 28 local and international consultancy offices applied to compete for the execution of this project.

The importance displayed by MODON in establishing new cities and expanding the existing cities is because of the high demand shown by businessmen and industrialists in the establishment of industrial projects in the cities supervised by MODON. These new areas will cover all the requirements of land in the major and small cities. It is to be noted that MODON is developing industrial cities in all the regions of the Kingdom, as industrial cities were previously established or developed in the less developed regions, such as in the northern areas, the following four cities have been established and developed: Tabuk, Hail, Ar’ar and Al-Jouf and in the southern areas, Jazan, Najran and Assir. MODON, according to its strategic plan is seeking to contribute to the development of the less developed regions by establishing new industrial cities in various regions of the Kingdom and having these cities to be able to accommodate industrial projects, provide job opportunities to citizens and take advantage of the raw materials and mineral wealth available in various regions of our country. It will be an attractive environment for local and international investments.

Dr. Alrabiah further said, by virtue of Allah Almighty and then the efforts and cooperation of the competencies that work for MODON, we strive to provide industrial lands for the purpose of serving industry and achieving the current and future requests of the businessmen. It is to be hoped that during the next five years, the number of industrial cities will more than double from 14 to 30 industrial cities.

Dr. Alrabiah also said, "The industrial city in which expansion projects have been developed or implemented during the period from 2008 to 2010 in Dammam 2nd., Jeddah 2nd., Al-Kharj, Sudair, Madina, Ar’ar and Jazan, all found large interest from businessmen and lands have been allocated in record time even before the completion of development work. These projects increased the size of industrial cities at a rate equal to 75% within only three years. Currently, we plan to double the area before the end of 2015.

Saudi Industrial Property Authority is also keen to develop security services in all industrial cities and provide the highest level of security and safety of the factories existing in the cities overseen by MODON. Provision of security services to the existing industrial cities by providing 325 outstanding trained and qualified security officers, after being trained intensively on the implementation of the entrusted tasks, and provision of 100 new patrol cars equipped with the necessary technology.

MODON also cares for the provision of green belts (landscaping) to assist in creating a clean environment within the industrial cities and increasing the green areas to make these cities environment friendly cities with integrated services.

It is worth mentioning, that MODON currently oversees 20 industrial cities existing in different regions of Saudi Arabia (Riyadh 1 & 2, Jeddah 1 & 2, Dammam 1 & 2, Makkah, Madinah, Qassim, Al-Ahsa, Assir, Al-Jouf, Tabuk, Hail, Najran, Jazan, Al-Kharj and Ar’ar, in addition to Sudair City for Industry and Business, and Rabigh complex for plastic industries). The industrial cities are regarded as the infrastructure to accommodate industrial projects which have contributed to the accommodation of 3000 Industrial projects, which represent 60% of the Saudi factories with investments exceeding 250 billion riyals. MODON receives the applications for obtaining land electronically through its website www.modon.gov.sa, where land is available for industrial projects, residential uses, commercial activities and marketing exhibitions, services centers and public facilities that provide its services at promotional prices, which provides multiple options to all local businessmen, Gulf and foreign businessmen to invest in various available opportunities, whether in industrial, residential, commercial or service sectors.
