Engr. Saleh Al-Rasheed, Acting Director General of MODON
Saleh I. Al-Rasheed became Acting Director General of the Saudi Industrial Property Authority (Modon) in December 2011. He previously served as Director of Communication and Information Technology at Modon from June 2007.
During his tenure in Modon, Mr. Al-Rasheed has led many initiatives and projects, including the installation of communication networks and IT systems across Modon and its numerous industrial cities, greatly improving the overall quality of services offered.
Mr. Al-Rasheed implemented a Geographical Information System (GIS) for the management of land and infrastructure owned by Modon – including the development of a mobile GIS platform called Rased (‘observer’ in Arabic), enabling field inspectors to monitor and record their data on-site. These efforts culminated in Modon receiving the global SAG Excellence Award for GIS (2011).
Mr. Al-Rasheed sponsored and oversaw the development of numerous electronic services and process re-engineering – enhancing business process control, quality, response time and overall customer satisfaction. Chief among these innovations is eModon: a comprehensive online platform allowing clients to view maps of industrial cities, specify requested plots and submit factory plans, without having to visit Modon offices. The eModon customer billing system is integrated with the SADAD online payment gateway.
Under the sponsorship of Mr. Al-Rasheed, Modon saw the implementation of Internet/Intranet portals, Finance/HR management systems and self-services and archiving solutions. All Modon offices were interconnected via IP Telephony and Instant Messaging, a new Technical Support Office and data security/backup/recovery solutions. This contributed to a vast improvement of the client and employee experience, testified by Modon securing second position for Best E-services Award in the Government Sector (2010).
Prior to joining Modon, Mr. Al-Rasheed was Director of the Central Servers Environment in the Saudi Telecom Company (STC). Here, he spearheaded mutual cooperation agreements (the first of their kind) with global organizations such as HP and Sun Microsystems – resulting in fifteen high-performance ‘super computer’ servers being custom-built to support various systems within the STC.
Before STC, Mr. Al-Rasheed was Manager of Internet Services at Sultan bin Abdulaziz Program for Medical and Educational Communications (Medunet), where he supervised the installation of many technical services in military hospitals for the Ministry of Defense.
Mr. Al-Rasheed holds a Bachelor Degree in Computer Science and Information Technology from King Saud University and an Advanced Management Certification from IMD Business School. He has also received leadership training certificates from such world-renowned organizations as MIT and GE.
