MODON has attracted the private sector to provide support services and invest in the operation of facilities and construction of infrastructure of existing and new industrial cities using the BOT system.

Such action has created a resource for MODON to enable it to provide services, rehabilitate existing cities, execute maintenance and even establish new cities of international standards and an attractive environment for all types of industrial, residential, commercial, service and technical investments.

Establishment and Renovations

MODON started plans to develop additional lands either in new or existing industrial cities and rehabilitate older facilities in existing industrial cities using the following strategies:

• Upgrade the existing or the new industrial cities to become urban industrial cities with integrated services in which residential, commercial, educational complexes, as well as high technology communication, hotel services, bank services, professional training centers, warehouses, recreation centers, model factories, gas stations, transport services, exhibition centers and science and business Parks are available.
• Encourage and facilitate the role of the private sector in the establishment, operation of facilities and provision of services within the industrial cities.
• Provide external services within industrial cities (electricity, water, communications, gas and roads) from financial credits provided by the Government for such services.
• Attract industrial investment in less-developed regions and provide infrastructure for those industrial cities which do not encourage private investment.
• Upgrade the level of services currently provided in the existing industrial cities through the rehabilitation of older facilities, with the participation of the private sector in financing and operation using the BOT system.

Long and Short-Term Plans

One of the results of this strategy was that it included MODON’s short-term and long term plans as follows:

• Tendering a variety of commercial investment opportunities such as fuel stations, hotels, banks, restaurants, etc in all industrial cities.
• Tendering investment opportunities for the establishment of model factories, warehouses, cooling storages using the BOT system. Industrial investors will have the option of establishing a factory or acquiring a ready-made facility in order to immediately begin production.
• Rehabilitation of water and drainage services in Riyadh, Qassim, Dammam, Ahsa and Jeddah industrial cities by entrusting the private sector with long-term contracts and increasing the green areas, landscaping and upgrading standards of wastewater treatment to be used in manufacturing processes and irrigation, as the companies that have been contracted to perform such business are expected to invest more than three billion riyals.
• Establishment of a high-speed communication services project with STC, which is called “Smart City Project”.
