Dr. Tawfig Alrabiah was appointed Minister of Commerce and Industry vide Royal Order No. A/14 dated 18/1/1433H (13/12/2011G).

He had been the Director General of the Saudi Industrial Property Authority (Modon) since April 2007. He served as Deputy Minister of Industrial Affairs at the Ministry of Commerce and Industry and the Supervisor of the National Industrial Strategy.

Under the leadership of Dr. Alrabiah, Modon has achieved a number of important goals, including the development of new industrial cities and the expansion and renovation of most of the existing ones across the kingdom. This new development equals the total area developed over the previous 40 years, doubling the area available for industry in Saudi Arabia.

Enabling Business and Encouraging Industry

Over the last two years, Dr. Alrabiah has commissioned several projects to promote the privatization of water services, and to provide investors with business-enabling services such as district cooling and high-tech data and communications services in all the major industrial cities. In addition, new services were offered that included the development of luxurious and well-equipped residential quarters for families, engineers, technicians and Saudi youth. Dr. Alrabiah pushed for the development of commercial services culminating in the construction of large commercial complexes and four and five star hotels inside the industrial cities. He also made strenuous efforts to further support investors with much needed infrastructure such as transportation and warehousing which is being provided by a number of world-class international companies.

In addition, Dr. Alrabiah has also established agreements with various government agencies which resulted in the opening of offices for the Ministry of Commerce and the Ministry of Labor as well as the Passport Department.

A Commitment to Development Beyond The Bare Minimum

Dr. Alrabiah led an initiative to bring industrial cities to the next level by transforming them into environment-friendly zones in which more than 700,000 square meters of land are cultivated and turned into green areas, and by spearheading the Smart Industrial Cities initiative where high-speed telecommunication infrastructure is being built throughout the kingdom. This in turn will provide investors with data services that support managed and highly sophisticated business-enabling IT and Telecom services.Over the past two years, and thanks to Dr. Alrabiah's leadership, Modon has obtained a number of awards including the “Best Working Environment” Award in the government sector for two consecutive years. It has also obtained the Distinction Award in Electronic Services that was provided by the Ministry of Communications and Information Technology. Modon was also highly successful in enhancing its business processes by developing a Geographical Information Systems (GIS) that is being heralded as one of the most advanced in the region.

Making Business Easier With Technology

Dr. Alrabiah, as Deputy Minister of Industrial Affairs, has also heavily contributed to streamline business administrative processes at the agency. Industrial licenses can now be obtained electronically without the inconvenience of having to visit the ministry in person for this purpose. He has also made tangible efforts for the development of the “Custom Exemption” and “Chemical Clearance” services which is now completely automated.

Overall, he is currently working to further develop the business processes and procedures in the agency as well as establishing an electronic system to collect and manage country-wide industrial data and statistics.

Present Success Built on Past AchievementsDr. Tawfig Alrabiah has contributed in the establishment and development of a group of manufacturing companies and businesses in the Kingdom, working as Director General of the Information and Communications Technology sector at the Saudi Arabian General Investment Authority (SAGIA) where he played a distinguished role in attracting huge international investments in this field.

Dr. Alrabiah worked on the development of the national IT plan, and co-authored the Saudi National IT Plan vision document which was the basis of the Saudi National IT plan. He also worked as a board member of the Saudi National IT Plan Council, faculty member at King Saud University, board member of the Saudi Computer Society and a teaching fellow at the University of Pittsburgh.

Academic Career and Published Articles

Dr. Alrabiah holds a Ph.D. in Computer Science from the University of Pittsburgh, M.S. in Computer Science and another M.S. degree in Information Science, a bachelor's degree in Financial Management and Mathematics from the College of Business Administration, King Saud University. He has published more than 16 papers in refereed international journals and conferences, and co-authored a book on high speed networks.

He has contributed many articles to different local newspapers related to e-government, e-commerce, telecom and has also participated in different discussion panels. Dr. Alrabiah worked as consultant for a number of government and private organizations.

 Engineer Hussain Abudawood was born in January 9, 1946 in Jeddah and received Bachelor's degree in chemical engineering in 1970 from the University of Texas. He, together with the late Sheikh Mohammed Ali and Ismail Abudawood, founded Clorox factories in Jeddah and Dammam. He also founded, along with his brothers, Abudawood for Industry, Yanbu Industry and Abudawood Commercial.
He participated in the membership of various commissions in the Jeddah Chamber of Commerce and the Council of Chambers since its inception, including the national industrial committees. He was a Deputy of Export Development Center since its inception, and the committees of the latest Labor Law and a member of the Board of Directors of Standards and Metrology Organization and Saudi Industrial Property Authority.

Mr. Khalid Al-Gwaiz is holding the position of Executive Director in Astra Industrial Group since April 2007 until now. The group is a holding company that owns several companies operating in different industrial sectors, including drugs, chemicals and steel industries. The group is listed on the Saudi stock market. Mr. Khalid has 25 years of experience in the banking and project financing, where he began with the Saudi Industrial Development Fund, Arab National Bank and SAMBA Financial Group. HRH Prince Saud K Al-Faisal heads the Investment Affairs department, which is responsible for managing the investment environment and competitiveness agenda of Saudi Arabia. The Investment Affairs department has focused on establishing a more liberal investment environment in the Kingdom of Saudi Arabia. As part of these efforts, HRH Prince Saud K Al-Faisal also chairs the Saudi negotiation team for bilateral investment treaties. In 2010, Saudi Arabia was ranked among the most competitive economies in the world according to the World Bank Ease of Doing Business Report and the UNCTAD World Investment Report.
